Description: We teamed with one of our consultant and contractor
customers on a large Navy project to survey and provide recommendations on 6.5 million
square feet and over 600 buildings in the Washington D.C. Naval District.
Client goals: The U.S. Navy implemented a facility life cycle asset
management approach to all aspects of facility ownership, including roof management.
The intent of the project was to develop a comprehensive 10 year Roof Management
Action Plan (RoofMAP™) in order to optimize performance and minimize cost
for the roofs of buildings in the Washington D.C. Naval District. The Navy selected
Roof Express and our subcontract partners to perform the work based on the quality
of our approach we provide combined with the significant cost savings offered by
the Roof Express technology in providing roof survey/assessment and roof management
services.
Service provided: Roof Express prepared a Roof Management Action
Plan™ including roof inventory survey, condition assessment, roof mapping,
inventory database, preparation of roof asset management plan, estimation of remaining
roof service life, funding recommendations for roof maintenance, repair and replacement
over 10-year horizon.
Project scope: Total of 6.5 million square feet on 600 buildings
in the Washington D.C. Metro area. The project included providing a survey and assessment
of all Navy buildings in the region. Using the proprietary Roof Express survey and
roof data management tools, we developed a roof asset management database that included
roof condition score for each roof section, roof maps showing location of key inventory
and defects, integrated photos for all key roof components, and management tools
that allow the Navy to manage leak response, service work, annual budgeting for
roof projects. The Estimated Roof Service Life was determined for each roof section
along with budget costs for repair and maintenance. This in turn was used to provide
a 10-year Roof Management Action Plan™ including budgets for maintenance,
repair, rehabilitation and replacement of each roof section as appropriate. We
provided training to the Navy roofing management function to allow the Navy to manage
and update the information in the Roof Management Action Plan™ in the course
of their daily operational responsibility.
Roof information collection and management: The Roof Express rooftop
survey tool combines a handheld computer and a portable GPS unit to quickly and
accurately measure, inventory, photograph and record rooftop conditions and defects.
It includes a roof condition scoring system to compare relative conditions across
a large portfolio. The system provides a seamless transfer of rooftop information
to an Internet database with roof condition assessment reporting and asset management
tools.
